"Within the United Nations is a governing body that has been preparing for possible contact with an extra-terrestrial race." The UN's Committee on the Peaceful Uses of Outer Space (CPUOS) was created in 1959. Their purpose is to facilitate matters of international concern within outer space, as well as deal with any legal issues that may arise from space exploration." Professor John Zarnecki of the Open University and Dr. Martin Dominik of the University of St. Andrews say that societal uprisings could be avoided if there is global cooperation in forming an international political body to oversee the communications between humans and aliens. They both agree that the UN's CPUOS will be that facilitator.In 2010, the UN's director for Outer Space Affairs (UNOOSA), Mazlan Othman, said that "statistically, extraterrestrial life is a possibility."Othman referenced that scientists are finding more and more Earth like planets in "habitable zones" that most likely facilitate life. She believes that the world must "come together to lay out a plan" for dealing with discovery of alien life. Othman also asserts that the UN should be the sole direct contact and governing body in charge if and when the aliens arrive on Earth. As the appointed international body on Earth, the UN would formulate laws and guidelines on how to expedite peace with the aliens.Astronomers have located a new planet twenty-two light years away, in the "habitable zone" that could sustain life. The planet has been named Gilese 667Cc. It is orbiting a red dwarf star. Scientists are sure it is made of rock and not typical gas as would normally by orbiting a red dwarf. The European Southern Observatory is double checking their data about Gilese. Scientists from the University of G"ottingen and the University of California surmise that Gilese receives 10% less light from its star than Earth from our Sun.Steven Vogt, an astronomer from the University of California, said: "It's the Holy Grail of exo-planet research to find a planet orbiting around a star at the right distance so it's not too close where it would lose all its water and not too far where it would freeze. It's right there in the habitable zone - there's no question or discussion about it. It is not on the edge. It is right in there." Because the light emitted from the red dwarf is infrared, Gilese would be as energized as Earth and the possibility of water on the planet is great. The researchers also suppose that surface temperatures could be comparable to Earth's.Astronomers are quite excited about Gilese. Guillem Anglada-Escud'e, of University G"ottingen, Germany, said: With the advent of new generation of instruments, researchers will be able to survey many dwarf stars for similar planets and eventually look for spectroscopic signatures of life in one of these worlds. While UNOOSA denies that Othman is the official ambassador for Earth in future alien contact, the Royal Society published papers of a meeting that showed Othman participating in an expert panel discussion about alien life, contact, and even possible contamination here on Earth from extra-terrestrials.Scientists for the Royal Society published papers referencing all aspects of alien existence, surmising that this issue must be addressed as a serious possibility within scientific and governmental circles. "Will a suitable process based on expert advice from proper and responsible scientists arise at all, or will interests of power and opportunism more probably set the scene?" asked Zarnecki. In his paper, " The detection of extra-terrestrial life and the consequences for science and society ", Zarnecki stresses humanity "needs to be prepared for the consequences" of alien invasions. Simon Conway Morris, a professor of evolutionary palaeobiology at Cambridge University, asserts that aliens would be hostile and preparations should be focused on this probability. Morris clarifies that alien life would have "similar biological molecules" to humans and extra-terrestrials may have our "tendencies toward violence and exploitation". Ted Peters, professor of systematic theology at Pacific Lutheran Theological Seminary in California supposes that alien contact would drastically affect the world's religions, possibly creating a collapse of "conventional wisdom". A variety of weird and wonderful UFOs - including crafts resembling an exploding sixpence and a multi-coloured Malteser - have been spotted in Wales.

The bizarre claims were among 119 flying saucer sightings in Wales reported to the Ministry of Defence since 2000.

The soaring sweetie - like "a Malteser when held at arm's length" - was spotted in Neath in July 2000. It was described as being orange, green, red and white.

In Monmouth, one person thought they spotted an alien craft through their bedroom window in October 2005, reports WalesOnline.

And in Penarth, there were reports of a "very bright object above the sun" in September 2009.

A "bright orange light" that was "definitely not a place" was seen from Pontypridd in August 2009.

Earlier this year, Hilary Porter claimed aliens were targeting Welsh people.

In 2005, an onlooker reported seeing a red ball "the size of a sixpence" which "exploded and the sky lit up".

And in West Wales, in 2009, there was a report of three objects "like bright orange tennis balls stuck together flying across the sky".

In 2001, in South Wales, another report said a triangular object - "like an inverted ice cream cone" - had "disappeared down a country lane".

The British UFO Research Association's national investigations coordinator Heather Dixon believes most craft can be easily explained.

"There are so many drones going up that people see drones and think they are seeing something unknown," she said.

"If they believe in extra terrestrial visitation they may immediately think something is an extra terrestrial craft.

A "large white ball" that "hovered and then disappeared" was seen in Rhydtalog, Flintshire, in April 2000.

On Anglesey, in September 2009, an amber object "similar to an egg shape" was said to have hovered over a field before vanishing.

Five minutes later, two more appeared in the same place, disappeared, then reappeared over the Menai Strait.

In Caernarfon in February 2001, a witness saw something that "looked like a star" which was "a green colour, with red on the side".

The investigator noted it "looked like it was going to crash into the witness's house".

But Ms Dixon said she had "never seen anything in the sky that I could not explain".

She said: "There are reports sometimes that we cannot identify something but that does not mean they are unidentifiable. It means we might not have enough information."

In 2009, aliens were spotted heading from Wales toward the border, one observer claimed.

Seven silent "bright orange lights" were in the sky and they were "travelling towards the Wirral".

In January 2001, there was a report over Ogwen Valley, Gwynedd, which is more commonly home to military aircraft.

The ship was "like a shooting star, but with a burning tail". The witness told investigators it was "about the size of a military aircraft".

In Ammanford, in May 2009, there were "seven orange orbs that suddenly disappeared".

And in Cardigan, in January of the same year, "five rather big orange things" flew over a witness on the ground.

"He was terrified," the report, taken by the Ministry of Defence (MoD), said.

In Pontrobert in May 2007 a 100ft-high blue-and-green triangle was seen. Then a second object appeared which had "pink pulsating lights".

However, the British UFO Research Association says it has no time for silliness.

Ms Dixon said: "We conduct scientific, rigorous and robust investigations. There is a lot of nonsense on the net and it is a real problem."

"People's sightings often reflect their beliefs. I'm not saying there are not mysteries out there, not at all."

The Bethune Flight 124 air miss of 1951Feb. 10, 1951; off Newfoundland, CanadaOn the night of the UFO encounter, a four engine Navy R5D transport was flying west over the Atlantic. On this trip the 30-year-old pilot was bringing two flight crews home from special duty in Europe. Including his own crew there were over twenty-five pilots, navigators and flight engineers aboard the transport. The National Archives turned up a number of supporting documents on this case, including Air Intelligence Information Reports by five of the crew members. Although it isn't documented, reports indicate the object was tracked by ground radar. On February 10, a US Navy flight, Atlantic/Continental Air Transport Squadron one, located at USN Air Station, Patuxent River, Maryland, was out of Keflavik, Iceland at 49-50 degrees north latitude and 50-03 degrees west longitude about 150 kilometers [90 miles] west of Gander, Newfoundland out over the Atlantic Ocean. The aircraft was probably bound for Gander to refuel judging by its position and course of 230 degrees true, though the report does not mention this. US Naval Reserve Lieutenant Graham Bethune, copilot of Flight 125, was occupying the captains seat on the left side of the cockpit in the passenger plane when he first sighted a huge object [at least] 300 feet in diameter on a near collision course with their aircraft. The copilot stated in his official report, ^3...I observed a glow of light below the horizon about 1,000 to 1,500 feet [330-470 meters] above the water. We both [the pilot as well] observed its course and motion for about 4 or 5 minutes before calling it to the attention of the other crew members....Suddenly its angle of attack changed. Its altitude and size increased as though its speed was in excess of 1,000 miles [1,670 kilometers] per hour. It closed in so fast that the first feeling was we would collide in mid air. At this time its angle changed and the color changed. It then [appeared] definitely circular and reddish orange on its perimeter. It reversed its course and tripled its speed until it was last seen disappearing over the horizon.^2 The copilot^1s report goes on to say that the object came within five miles of their aircraft which was borne out by radar evidence of the encounter because the object had been tracked by DEW Line Ground Radar at the base in Goose Bay, Labrador. Publicly, the Air Force made several attempts to explain the sighting as the aurora borealis (northern lights) or a meteor or a fireball or the Moon, but behind the scenes the encounter was being taken very seriously. The number and quality of UFO sightings in the region in 1950 prompted the government of Iceland to request military aid from the United States. Apparently what we know today as UFOs were interpreted as experimental Soviet bombers. After 50 years of waiting, no craft with this description or performance has shown up in any Earthly inventory, Russian or American. This event, and others like it, prompted the development of the Air Defense Command. The debriefing by the ATIC (the Air Technical Intelligence Center) resulted in report that went to Project Twinkle. But when Commander Graham Bethune, the co-pilot in the R5D finally saw the report in 1990, the UFO was explained away as aurora borealis, what is commonly known as the Northern lights. Anger seized Graham Bethune, an experienced pilot who had done the crossing of Northern Atlantic more than 200 times, when he discovered that he was and his crew were supposed to have seen northern lights and confuse them with an interplanetary spaceship. Maj. Donald E. Keyhoe: When the plane landed, the entire crew was interrogated by AF Intelligence officers. At their destination, Patuxent Naval Air Station in Maryland, the pilot and the rest were questioned again by Naval Intelligence and required to sign full reports. Later, a government scientist (supposedly from the CIA) confidentially showed the pilot secret UFO photos - one portraying a disc like the one over the Atlantic. In a final interview, the commander was interviewed by Air Technical Intelligence officers at Wright-Patterson AFB. But none of the Navy or Air Force men, or the government scientist, would answer any questions about the UFOs. Flight crew members said an orange rimmed with dark center UFO was approximately 300 ft. in diameter and was first spotted hovering over the water. As their plane approached and got closer to the object the UFO must have been startled by the unexpected visitors and began to change colors and grow in size and made an advancement towards their position. The giant UFO shot up towards them and the startled crew members banged their heads during an effort to try and duck for cover. the object then paced the Airplane and positioned itself about a hundred feet below and about 2 hundred feet ahead. after a short period the UFO reversed direction at a very sharp angle and disappeared over the horizon. Although there is no picture of the object, there was enough witness testimony along with the object being tracked on DEW line ground radar at the base in Goose Bay, Labrador to validate the sighting. crew members upon landing were interrogated by Air Force intelligence officers and later interrogated by Naval intelligence. the entire crew was instructed to fill out reports about the incident. this event was registered in the project blue book records and the project card lists this sighting as an Aurora display ! PHILIP J.KLASS: A REFLECTION OF THE MOON: The Gander case was drawn to the attention of debunker Philip J. Klass, who examined the Project Blue Book records, made an independent analysis, and reported his findings in one of his books "UFOs Explained (1974)." By establishing the exact position of the moon below the horizon, the presence of stratus clouds with ice crystals on the horizon, and the degree of below - the - horizon coverage due to refraction in the atmosphere, he concluded that what the pilots had seen and described was a lunar reflection, a "Sub Moon." In my numerous years as a UFO investigator I have encountered many cases that prove to be misidentifications of unfamiliar objects, and occasionally of familiar objects seen under unusual conditions. But until my analysis of the Gander case, I would have had difficulty believing that so many experienced pilots and others in a flight crew could mistake the moon for a giant UFO that seemed to be zooming toward them on a collision course. One contributing factor in the Gander case, may have been the fact that there had been a considerable number of UFO reports in the press during the several months preceding this incident, and in 1951 the possibility of alien spaceships was still a conceivable hypothesis. Philip Klass actually re-issued the exploit of a non credible public explanation of the Navy at the time. He does not explain, though, why the sigthings were so carefully examined by the military investigators, if it was only a reflection of the moon as he claims or an aurora borealis as the Air Force's ATIC claimed. Not one of the witnesses agreed with such explanations. Philip Klass has also failed to explain how a reflection of the moon can be detected by ground radar, and how it can be detected at the coordinates where the visual sighting occurs. Also unexplained, the process in which a reflection takes a collision course, then makes a U turn to avoid the collision. He also forgot the other luminous spot that did not raise up to the plane on a collision course but stayed at the lower altitude. Had he not forgotten it, he would certainly have concluded that these other lights were reflection of Mars, Venus, Jupiter and Saturn.2001, BETHUNE JOINS PROJECT DISCLOSURE: Lieutenant Graham Bethune, a main witness in this case, is now a retired US Navy commander pilot with a top-secret clearance. In 1951, Bethune was assigned to fly high-ranking US military officers and civilians from Keflavik, Iceland, to Ardentia, Newfoundland. He added that he had felt lucky that his plane's control functions were mainly hydraulic rather than electrical. He said it was not until much later that he realized his sighting corresponded to the other unusual reports in Iceland, but he knew immediately that the object he saw could not have been a human aircraft. Bethune noted that his onboard magnetic compasses were spinning wildly while the mystery craft was nearby. Graham E. Bethune said he had been told by military personnel in Iceland that there had been many other sightings of unusual aircraft in that area, which were assumed to be some new Soviet weapon. Years later Bethune was able to retrieve the reports from the National Archives and confirmed that the UFO they encountered that night had traveled 10,000 feet straight up in a fraction of a second and was tracked on radar at 1,800 miles per hour, well exceeding the 500 miles-per-hour capacity of the most advanced man-made craft at that time. Former naval commander Graham Bethune was typical of many giving evidence at the Project Disclosure press launch in Washington on May 9, 2001. He reminded the audience of how he was piloting between Iceland and Newfoundland on 10 February, 1951 and encountered the UFO: We had 31 people on board and a psychiatrist - we all witnessed it," he said, before adding to raucous applause: "I will testify under oath before Congress that everything I have said is true. February 19, 1951, Mount Kilimandjaro, Africa:The regular East African Airways morning flight to Mombasa took off from the Nairobi West Airport in Kenya, Africa, on February 19, 1951 at 07:00 am. The Lockheed 18 "Lodestar" two engines airplane had 9 passengers, 7 men and 2 woman, and a crew of 2. The weather condition was that of a bright clear sky. At 07:20 a.m., the plane's radio officer, Dennis W. Merrifield, called the pilot, Captain Bicknell, to draw his attention to a bright object like a white star or light, suspended in the sky about 10,000 ft, near Mount Kilimandjaro. The two observed the UFO for 3 minutes before calling it to the attention of the passengers. One of the passengers then proceeded to scrutinize it with a pair of powerful navy binoculars. Meanwhile the radio operator hurried off a description of the object and a resume of the encounter to Eastleigh, the nearest reception station. The sighting was reported in the newspaper The Nairobi Sunday Post, in their February 25, 1951, issue, including statements by Captain Jack Bicknell: "The Lodestar plane left Nairobi West at 7:00 a.m. At 7:20 a.m., the radio officer drew my attention to a bright object like a white star hanging motionless about 10,000 feet above Kilimandjaro. My first reaction was to say nothing. We watched it for three minutes. Then we told the passengers about it. One of them had a very powerful pair of binoculars with him and he began to study it. In the meantime, we put a radio message through to Eastleigh describing it. Eastleigh asked us to check whether it was a meteorological balloon. I then examined it for several minutes through the binoculars. Through the glasses, I saw a metallic, bullet shaped object which must have been over 200 feet long. At one end was a square-cut vertical fin. Its color was a dull silver, and at regular intervals along the fuselage were vertical dark bands. Its whole outline was clear and sharp and there was no haziness about it at all." The passenger who had binoculars was an American, Captain H. B. Fussell, ret., a Newport, Monmouthshire, sports dealer. He reported: "Through the glasses the object appeared bullet-shaped. The color was whitish-silver with three vertical black bands down the side. For 10 minutes it remained stationary, then it suddenly rose vertically by 5,000 ft. Again it became stationary, then a minute later, it rose again and moved laterally away at great speed, probably 400 mph." When confronted with the theory that it might have been a balloon, Captain Fussell rejected that explanation: "How could a balloon hover motionless and move at 400 mph in the same weather conditions? The object was definitely metallic." Another passenger was a radio officer from the American freighter Robin Mowbray. He said: "I couldn't swear to it but through the binoculars I thought I could identify a row of circular windows." This passenger was accompanied by Charles J. Vernon, purser of the Robin Mowbray and also an American who said: "The object must have been immense, two or three times the size of the largest passenger plane." The suggestion that it was a balloon was thus eliminated. The Lodestar occupants continued to examine the clearly defined, bullet-shaped unknown. Three attempts were made to take photographs of the object. Charles J. Vernon photographed it, Captain Fussell took a picture with his miniature camera, and radio officer Overstreet shot 30 feet of color film with a telescopic lens on his cine camera. After landing at Mombasa, Captain Fussell developed his film in the presence of a newspaper reporter and a commercial photographer, who could certify that the film was not faked or retouched. Three of his shots showed nothing and the fourth showed a small dark object. The shots by Charles Vernon showed nothing. Overstreet's film could not be developed immediately, color movie demanding a development facility that wasn't available. According to the newspaper Natal Mercury, "a passenger" took a film, that, when it was developed, did show a clear and sizeable image of the object. Bicknell said that as the plane was some 50 miles from Mount Kilimandjaro: "It was absolutely stationary, and remained that way for 17 minutes." And: "I timed the object for 17 minutes while the Lodestar held its course. Twice it rose vertically to a final height of 40,000 ft. (12,500 metres), then it moved east towards the coast at a terrific speed." And: "Then it began to move eastwards, rising as it did so. It disappeared at about 40,000 feet. The machine left no vapor trail, and it had no visible means of propulsion. My impression was that it was definitely a flying machine of some kind." At some later date, both Bicknell and Merrifield stated that they felt the object was a craft of some sort, and Merrifield said that it must have been a machine... "... 500 years ahead of its time." Bicknell made the following drawing of the object in the affidavit he immediately prepared after landing at Mombasa, which Merrifield and all the nine passengers signed: The balloon or cloud possibility was definitely eliminated when after 17 minutes, the UFO began to rose, reaching a speed that was evaluated as about 1.000 miles per hour, and it disappeared from sight into the upper, cloudless sky. Reporter Richard Heiden detailed the story and indicated that all nine passengers and the crew signed an affidavit giving a very clear report. The was some mystery on the whereabouts of the film shot by Overstreet: Captain Bicknell said that he later learned that Overstreet was on his way to the United States to show the film to the authorities there. He said the name of the ship on which he was traveling was mentioned to him at the time, as well as the date of his expected arrival. But in spite of repeated requests from him for further news, he never managed to get any news as to the whereabouts of Overstreet and his color film. The Natal Mercury newspaper in Durban, South Africa, had published both a story about the sighting and, it is believed, a photograph of the UFO, which was said to come from Ray Overstreet film of the object. Debunker James Moseley said there was no mystery to the film's fate: "The film exists; it was examined by the US Air Force. * I had an interesting talk today with a friend who is renting a vacation house on Fire Island this summer. Fire Island is a fantastic Island separate from the main land of Long Island New York. Fire Island is used as a vacation land for many New Yorkers. It is only accessible by boat or small water landing planes.

It is a thin island lined with small beach towns with summer homes connected by boardwalks making small hamlets along the beachfront.

At night all one can see is miles of ocean ahead of you and endless stars over you. I try to visit Fire Island during the summer months. With my friend staying there this year I decided to take a ferry over before the crowds hit for vacation time.

During my visit my friend told me of a strange sighting he had a few weeks before of something over the ocean hanging in the sky like a huge cone of cotton candy.

He was walking his dog along the beach on one of the few days it was not raining when he noticed a cloud that was much lower then the others hovering out over the ocean. He told me that the cloud was much whiter and brighter then the other clouds.

He noticed it was not moving along with the wind, as the rest of the clouds were that were much higher then this one. He told me that the cloud had a very specific shape to it that never changed either. He told me he stopped and sat down on the beach to watch this odd cloud for a while.

The cloud remained in a standard position hovering lower and lower until it was only a few hundred feet above the water line. When the cloud fell close to the ocean he could see an outline of a metal gray craft that seemed to be wrapped in cotton candy. He could clearly see that something was being cloaked behind or inside this cloud shield as it came lower and lower towards the ocean line. As he watched the craft seemed to thicken its width and density of layers of the cotton candy cloud like material.

He watched as this cloud craft object lifted slowly back up towards the other clouds now that it had become thicker and fuller completely hiding what was deep inside this cover of white cloud material. The cloud kept adding altitude until it was level with the other clouds in the sky and started to increase its speed floating away with the higher clouds until it was far out to sea and lost in the blue and white of the ocean and sky.

This is not the first time I have heard or read about the new cloud cloaking UFO's that seem to be floating about right over our heads. I have noticed the clouds are strange on some days. I know the weather is extremely odd. I have to wonder how often this is going on directly over our heads without our noticing it. We are creatures of habit and easily distracted from our surroundings. This cloud cloaking would be a logical way to carry on as they wish right over our heads.

My friend had a very simple explanation about what he had seen. He thinks that the new cloud cloaking crafts are just the 2008-2009 models of one of our visitors. I must admit that during my life time I have watched as the typical saucer style crafts changed to being cigar shaped, then very big in size or mother ships, to triangle shapes, rectangle shaped, and of course orb and pure light in design. Recently we have had videos and photos of crafts releasing or discharging some type of light substance as they hovered overhead.

I realize that there are most likely many different types of beings visiting our planet and do not expect the beings or the crafts they use to all be one style or design. I also realize we have been viewing these visitors over many years. We have gone from the horse and wagon to SUV's and hybrids. I am sure our visitor's crafts have advanced and changed as well.

I think the one thing that seems to stay stationary between earthlings and our visiting neighbors is that they want to remain anonymous and at arms length with most of us who populate this earth. They obviously like to observe us but always hidden away or in encounters with one or a handful of us at a time. Other wise they seem to intend to stay cloaked in the clouds.

I am sure we will hear more and more about those of us who do have close encounters with our visiting neighbors but as it has been I think it will remain for a while longer at their desire and on their terms.

I will be paying close attention to the clouds this summer and hope you all will do the same. I cannot imagine what will be coming our way once their new 2010- 2012 models begin to appear overhead. I am sure it will be something beyond our imaginations or understanding. I do know they are very tricky and we will have to pick up our skills in detecting what hovers directly above us. Be careful out there and keep looking up!

FARMINGTON - For decades, strange lights in the night sky and mysterious cattle mutilations have sparked rumors of a secret underground alien base near the small northern New Mexico town of Dulce, which is tribal headquarters of the Jicarilla Apache Nation.

A new book, "Dulce Base: the Truth and Evidence from the Case Files of Gabe Valdez," purports to solve the mystery. It claims that humans, not aliens, are behind the strange happenings. The book's author is Greg Valdez, son of former New Mexico State Police Officer Gabe Valdez.

In 1976, ranchers found many mutilated cows, and Gabe Valdez became one of the lead investigators into the case, his son said.

Greg Valdez says his father began a decades-long investigation into the large number of mutilations in northern New Mexico. Prior to his death in 2011, the former police officer determined that the mutilations and strange aircraft were, in fact, human-caused.

After pouring over recently declassified documents, Gabe Valdez concluded that the federal government was using the Jicarilla Apache Nation to test environmental contamination caused by nuclear testing in the late 1960s.

Greg Valdez says this contamination was caused by an experiment known as "Project Gasbuggy" that took place 21 miles southwest of Dulce on Dec. 10, 1967. The project's goal was to identify peaceful uses for nuclear explosions, and it involved the detonation of a 29-kiloton device located 4,227 feet underground. The intent was to release pockets of natural gas that could be used commercially.

Gasbuggy was carried out by the U.S. Atomic Energy Commission, the Lawrence Radiation Laboratory and the El Paso Natural Gas Company, according to the book.

While the device was successfully detonated and gas wells were drilled at the site, the gas was too radioactive for commercial use.

Greg Valdez said his father found out that the federal government conducted the cattle mutilations to determine the effects of radiation from Gasbuggy.

"They were testing the cattle to avoid panicking the public," he said. "They were also testing advanced aircraft from a nearby off-site air base. The aircraft was invisible and silent and used optic camouflage. The technology has since been declassified."

Greg Valdez alleges that several government agencies and military entities, such as the U.S. Air Force, were heavily involved in the cover-up. He says that the CIA and National Security Agency also became involved when Albuquerque businessman Paul Bennewitz discovered evidence of secret military projects on the Kirtland Air Force Base, which also had ties to Dulce.

To protect the secrecy of their operations, Gabe Valdez learned that the government started a disinformation campaign and encouraged rumors about UFOs and aliens, said Greg Valdez.

By 1979, when the government realized Gabe Valdez had discovered the truth about who was behind the strange happenings, they began monitoring him, his son said. He said the family found hidden listening devices in their home.

Aztec resident Brooks Marshall is a UFO enthusiast and local paranormal expert. Marshall has followed reports of the supposed Dulce underground base for years and has attended many symposiums and lectures on the issue.

Marshall believes there is truth to a secret military presence centered around Dulce. But he doesn't think government involvement comes close to explaining the cattle mutilations.

"From early on, the mutilations indicated a technology that we just didn't have," he said. "There was a complete absence of blood, and the incisions looked like microsurgery and laser technology had been used -- technology humans didn't have at the time. Plus, there were no tracks, and other animals -- even predators -- would avoid the carcasses, which also looked like they had been dropped from a very high distance. Many of the bones would be broken."

Marshall said specific organs, like the tongue and reproductive organs, were removed from the cattle. The mutilations still periodically occur, he said.

From his research, Marshall concludes there are two pieces to the Dulce mystery: the cattle mutilations, which he says remain unexplainable, and the government activity.

"It's my opinion that there was an extremely large underground military base," he said. "There's evidence that there was strong military activity there. One theory is that this base housed aliens."

Marshall, who once worked for El Paso Natural Gas, is familiar with the Gasbuggy Project and said he worked with employees who were directly involved with it. While he believe there have been disinformation campaigns conducted by the military to deflect attention from a possible underground base, he doesn't find credence in the theory that the cattle mutilations were the result of government tests for radioactive effects.

"It doesn't make sense that the government would test cattle in that way," he said. "All they'd have to do to test radiation levels is to walk up to the cow with a Geiger counter."

It reads: High altitude testing of the U-2 soon led to an unexpected side effect -- a tremendous increase in reports of unidentified flying objects (UFOs). In the mid-1950s, most commercial airliners flew at altitudes between 10,000 and 20,000 feet and military aircraft like the B-47s and B-57s operated at altitudes below 40,000 feet. Consequently, once U-2s started flying at altitudes above 60,000 feet, air-traffic controllers began receiving increasing numbers of UFO reports. Such reports were most prevalent in the early morning hours from pilots of airliners flying from east to west. When the sun dropped below the horizon of an airliner flying at 20,000 feet, the plane was in darkness. But, if a U-2 was airborne in the vicinity of the airliner at the time, its horizon from an altitude of 60,000 feet was considerably more distant, and, being so high in the sky, its silver wings would catch and reflect the rays of the sun and appear to the airliner pilot, 40,000 feet below, to be fiery objects. Even during daylight hours, the silver bodies of the high-flying U-2s could catch the sun and cause reflections or glints that could be seen at lover altitudes and even on the ground. At this time, no one believed manned flight was possible above 60,000 feet, so no one expected to see an object so high in the sky. Not only did the airline pilots report their sightings to air-traffic controllers, but they and ground-based observers also wrote letters to the Air Force unit at Wright Air Development Command in Dayton charged with investigating such phenomena. This, in turn, led to the Air Force's Operation BLUE BOOK. Based at Wright-Patterson, the operation collected all reports of UFO sightings. Air Force investigators then attempted to explain such sightings by linking them to natural phenomena. BLUE BOOK investigators regularly called on the Agency's Project Staff in Washington to check reported UFO sightings against U-2 flight logs. This enabled the investigators to eliminate the majority of the UFO reports, although they could not reveal to the letter writers the true cause of the UFO sightings. U-2 and later OXCART flights accounted for more than one-half of all UFO reports during the 1950s and 1960s. What is not explicitly stated in the report is that the CIA stood to gain from UFO hysteria. The secrecy of the U-2 surveillance program was essential to the Agency, and the report discussed other various "cover stories" that were employed to disguise the program and its purpose. The myth that extraterrestrial spacecraft were visiting earth was a convenient diversion to keep Americans' imaginations running wild -- to the point that it kept the Russians from knowing anything specific about the true capabilities of the United States. Yes, we all know. Kenneth Arnold with the Flying Saucers in the Private Plane.

Nothing wrong with it. Its an important part of cultural history.

But I get tired of hearing and telling the story. As Richard Dolan makes clear in his UFOs and the National Security State, vol 1., while Foo Fighter were something of a curiosity, ghost rockets in 1946 were anything but quaint or forgotten lore, they were the center of serious international concern and diplomacy. And the cases that are identified with UFOs started rising in quantity almost a month before Arnold's sighting.

There are plenty of good reasons to look back at that time. I think it is very important. But another "raise the glass" to Arnold's saucers, I just can't do it.

What I can do instead is note the vibrant success of the whole idea, sixty years on. A quote from a Wired magazine Arnold-60 retrospective got me thinking

"But never have flying saucers been a bigger part of the zeitgeist than they are now."

I initially scoffed at the notion, then I thought about it some more. The issue still gets overt government attention, whether to open files to the interested public or to continue investigating (as the UK does). Reports of UFO sightings are made on a daily basis, though one must generally look to interested parties who collate reports to know this. And as strange as it sounds, some in the press give it at least a modicum of respect. For example, one wholy unscientific way to gauge this is using Google Trends, the search engine's tool that shows the amount of searching done on a topic. For example, lets pit UFOs against some other Spooky topics (click on the image to enlarge it).

I know we could use other terms for all of these four biggies, but these are the terms most likely to be used in the media. Ghosts beat out the other three dramatically in general searches by the public. But we have to assume this includes all sorts of uses of the word, since it is a common noun used in many ways. But for the sake of our unscientific argument, lets assume that applies to news stories as well. That's the interesting thing. The spread between "ufo" and "ghost" in the news media is much narrower than it is for the general public, and at times "ufo" eclipses "ghost." One could suggest, again on data that need more examination to really mean something, that the news media actually has a soft-spot for UFOs, as in Keith Olbermann's recent take on the reports of mile-wide UFOs over the English Channel.

I'm not sure why that is, because there isn't enough data yet. Most polls and studies show a college degree increases the likelihood of believing in paranormal or other similar topics, though a relatively recent survey of Oklahoma college students has extraterrestrials (not exactly UFOs, but close enough for most people) not doing so well in comparison with ghosts and psychics. Brenda Denzler's ethnographic work in Lure of the Edge (see book ads in sidebar) notes that education is much higher amongst those in the UFO community than in the general American populace. While academia largely ignores the subject, with the exception of Contactees and increasingly abduction, the media and communications professionals that attend these schools, and their peers in other fields, do not.

Beyond the media, much has been made of the decline of traditional UFO groups and organizations. But it has become clear that this is not due as much to lack of interest as to technological change, specifically the internet. As Brown notes in his book on Ghost Hunters of the South (also in the sidebar), none of the groups he interviewed existed before 1991, and he believes this is directly tied to the rise of the internets. And ghost hunting can be an inherently social activity, with organized hunts taking place on scheduled days planned in advance, occurring in groups, and having an element of fun. By contrast, most ufological activities cannot boast such appeals, and for this reason the field has a significant "loner" aspect (not antisocial, but the activities are often those of an individual, not a group) to it outside of the conferences.

Of course, the image of the UFO and its occupants is now a standard part of our cultural vocabulary now, to the point that the symbol can be used to reference outer space or related topics without any intended tie-in to UFO reports and the like. The UFO isn't going anywhere anytime soon.

In March 2005 an eyewitness account from the crew of the Baku, an Azeri trawler, was published by Iranian newspaper Zindagi: "That creature was swimming parallel course near the boat for a long time," said Gafar Gasanof, a captain of the ship.

"At the beginning we thought it was a big fish, but then we spotted hair on the head of the monster and his fins looked pretty strange... the front part of his body was equipped with arms!" said the captain. Back in Azerbaijan, nobody took his story seriously. It sounded ridiculous to those who thought that the guy must have been drinking while on board.

On the contrary, shortly after the publication of his interview, the offices of the Iranian paper got flooded with numerous letters of the readers who claimed that the story was yet another piece of evidence proving the existence of the so-called "man of the sea." The readers pointed out that many fishermen had repeatedly seen the strange creature at sea and on shore after the seabed volcanoes in the area of Babolsera had come to life in February and offshore oil production operations had intensified in the Caspian.

All the eyewitness accounts provide a similar description of the marine humanoid. His height is 165-168 cm, he has a strong build, a protruding ctenoid stomach, his feet are pinniped and he has four webbed fingers on either of his hands. His skin is of moonlight color. The hair on his head looks black and green. His arms and legs are shorter and heavier than those of a medium-built person. Apart from his fingernails, he has nails growing on the tip of his aquiline nose that look like a dolphin's beak. No information as to his ears. His eyes are large and orbicular. The mouth of the creature is fairly large, his upper jaw is prognathic and his lower lip flows smoothly into the neck, his chin is missing.

Iranians dubbed the creature Runan-shah or "the master of the sea and rivers." The name is partly based on stories about large shoals of fish accompanying the creature at sea. Other stories refer to the waters that would turn crystal clear and stay that way for two or three days after the creature was seen swimming in those areas. Fishermen claim that fishes that stay alive for a while in the net can feel the creature coming out of the deep blue sea. Fishes were reported producing barely heard gurgling sounds as the monster came near. He was said to answer the call of the catch by making similar throaty sounds.

Some researchers believe that there is no smoke without fire and the stories circulating in Iran can be true. Besides, Runan-shah was seen by Azeri fishermen living in the villages located between the cities of Astara and Lenkoran. According to a theory, the creature is not alone; there is a family of underwater humans who are on a mission... to tackle environmental problems of the Caspian.

The Caspian Runan-shah is not the only species of underwater humans on record. Both Herodotus and Plato believed that original human beings were amphibious and might have founded an underwater state.

A book of collected scientific articles titled "The Universe and Humankind" that was published in St. Petersburg in 1905 contains a story of "marine female" caught in the Caribbean. It also has stories about dead bodies of the amphibious humans washed ashore in the Azores in 1876. Their descriptions largely correspond with the reported description of Runan-shah.

An amphibious humanlike being was reported in Karelia in 1928. The creature was repeatedly seen in the lake of Vedlozero by local residents. A group of researchers from the Petrozavodsk University arrived to investigate the case on location. Unfortunately, the findings were classified and the members of the research party eventually perished in the Gulag.

According to latest reports in the media, Iranians have already started their research of the Caspian phenomenon. The international scientific community might as well help unravel the mystery if politics do not get in the way of science this time around.

THE "BAKU" TRAWLER REPORTS


NOTE: I found 2 independent sighting reports filed by the Azerbaijani government and BBS News. Not a great difference in the reports which may indicate that the witnesses were consistent. Information is somewhat scarce in reference to other sightings of this creature which is not surprising. The Caspian Sea holds a great number of sturgeon (4 different species) that can become quite large and be mistaken for the creature....though, you would think a fisherman would know the difference. Azerbaijani fishermen from the trawler "Baky" (Baku) were stunned to see a weird entity in the water. The entity swam for a long period of time near the trawler, parallel to it, reported Gafar Gasanov Captain of the ship to the local newspaper "Zindagi" when he arrived at the Iranian port of Enzeli. At first the crew thought that the entity was some type of unknown large fish, but soon they noticed that the entity's head had distinct hairs on it and the front fins were not fins at all but webbed hands. They acknowledged that the entity looked more like a humanoid than any kind of known fish. They all concluded that they had never seen something like it in the waters. The amphibian entity then plunged deep into the waters and disappeared from sight. When Captain Gasanov returned to Azerbaijan people there refused to talk to him about the incident alleging that he and his crew had all been drunk. But the Iranians took the report seriously because of numerous rumors about "a man from the sea" were circulating in Iran long before this report. After publication in the local newspaper "Zindagi" local Iranian residents wrote numerous letters to the newspaper reporting their own encounters with a similar entity. The common opinion was that underwater volcanic activity in the area of Babolser and the intensification of oil extraction in the Caspian Sea has somehow caused unknown deep water dwellers to venture up to the surface. The entity is shorter than that of the average height, about 165-168cm, thickset, with a protruding belly, feet with flippers, and 4 fingered webbed hands. The skin is pale yellowish gray in color and it has stiff black-green hair. Arms and legs are slightly shorter and thicker than that of humans. Sharp nails grow on its hands and also at the tip of its hump-shaped nose, forming something like a dolphin's beak. The ears are not visible. The eyes are big and round and the mouth is quite big with a protruding upper jaw, smoothly connected to the neck, without chin, the smaller lip is similar to that of a shark's jaw. In Iran this amphibian humanoid is called "Runah-Shah" which means, "Sovereign of waters and rivers". Interestingly the fishermen have noticed that the fish seemed to react when the entity appears, like if there were some kind of distant, extra sensory communication between the entity and the fish. Other witnesses reported seeing the same or similar entity in May between the small fishing villages of Astara and Lenkoran.

In November and December 1980, the eastern side of Britain was experiencing a major UFO sighting wave. There were chases of UFOs by police cars near the coast, a UFO that overflew an oil rig in the North Sea, and the wave culminated in the famous events on the East Anglian coast at Rendlesham Forest. Just a month before these landings beside those NATO air bases, one of the most impressive alien abduction cases took place in the small Penninemill town of Todmorden, West Yorkshire, right in the centre of Britain's most active window area known locally as "UFO Alley".

Police Constable Alan Godfrey was on patrol on the night of 28 November 1980. Just before dawn he drove along Burnley Road on the edge of Todmorden looking for some cows that had been reported missing. They were only found after sun-up, mysteriously relocated in a rain-soaked field without hoofmarks to indicate their passage. Giving up his nocturnal hunt, Godfrey was about to go back to base to sign off duty when he saw a large mass a few hundred yards ahead. At first, he thought it was a bus coming towards him that took workers to their jobs in town and that he knew passed about 5:00 a.m. But as he approached, he realized that it was something very strange. It was a fuzzy oval that rotated at such speed and hovered so low over the otherwise deserted highway that it was causing the bushes by the side to shake.

The police officer stopped, propped onto his windscreen a pad that was in the patrol car to make sketches of any road accidents, and drew the UFO. Then there was a burst of light, and the next thing he knew he was driving his car again, further along Burnley Road, with no sign of the UFO. Godfrey turned around and examined the spot where the UFO had hovered. The road was very wet as it had rained heavily earlier in the night. But just at this one location was a circular patch where the roadway had been dried in a swirled pattern. Only when back at the police station did he realise that it was a little later than he had expected - although any missing time was probably no greater than 15 minutes from estimates later taken on site. Concerned as to possible ridicule, Godfrey at first chose not to make an official report, but changed his mind later that day when he discovered he was not alone.

After breakfast that morning, a driver who had been on Burnley Road three miles further out at Cliviger reported seeing a brilliant white object and contacted Todmorden police. The time matched that of Alan Godfrey's. Furthermore, a police patrol from an adjacent force (Halifax) had been engaged in a stakeout for stolen motorcycles on the moors of the Calder Valley and had witnessed a brilliant blue-white glow descending into the valley towards Todmorden shortly before Godfrey experienced his close encounter. Their story, when it reached Todmorden police station, formed a second match. Encouraged by this news Godfrey filed an official report, but was surprised when police chose to release the story to the local newspaper the following week. From here, UFOlogists discovered the case and a lengthy investigation was mounted by a Manchester-based UFO group.

"On a summer's afternoon, in either 1948 or 1949, my mother, Brenda, was walking with our dog and myself in the area we called simply 'The Field' at the back of our housing estate... in what was then the outskirts of Chippenham in Wiltshire [England]. Whilst there, she saw an unusual, occupied aircraft..."

So began a handwritten letter addressed to this author; tidy and succinct, it documented a mother and daughter's close encounter with a peculiar flying object, piloted by apparently non-human beings. Many years later, the daughter, Karen - a mere toddler at the time of the incident - solicited from her mother, Brenda, a detailed description of what they had both witnessed that day, making a written record of her response.

Brenda had no trouble in recalling the details:


"We were walking through 'The Field' when this aircraft came out of nowhere and stopped nearby. There were two beings inside, sat facing one another. The aircraft was like a boat with a see-though cover. The two beings inside were neat and compact; they were dressed in grey and had helmets with a sort of crest on top. They were looking towards us, then one of them raised a hand as if he were waving. Then the aircraft just went."

Through further conversation with her mother, Karen was able to establish that: "there was no accompanying sound or scent with the aircraft; that it was in view for no more than three minutes; it was about nine feet long, and stopped approximately fifteen yards away at bungalow-roof height; there were no trains on the track nearby at the time; and that the area was otherwise deserted." Their dog, incidentally, "was interested in the aircraft, but was not alarmed."

Regarding her nondescript recounting of the object's departure, beyond stating that "it just went," Brenda had difficulty expressing the character of its movement: "She said that it didn't exactly vanish instantly, it just 'went' very rapidly," Karen related.

After examining the details of this previously undocumented report, I was keen to establish the accuracy of its content, and to gauge the sincerity of its writer. Speaking with her by telephone, I found Karen to be charming and genuine - an intelligent and well-spoken woman whose bewilderment at the event described was evident nearly sixty years on. What, then, to make of her story?

It was obvious that Karen had no prior interest in UFOs, and no ufological knowledge of which to speak, and at no time had she or her mother sought to publicise their experience. Indeed, the witnesses' names as written here - 'Brenda' and 'Karen' - are pseudonyms, a reflection of Karen's continuing desire for anonymity (their real names and backgrounds are known to me). The event, as recalled by Brenda, was described in considerable detail; the shape and dimensions of the object, as well as its aerial position in relation to the witnesses all were clearly recalled, so too the basic physical appearance of its occupants (including their attire). Incidental information such as nearby rail traffic (or lack ther), and the reactions of their dog, was similarly noted.

During our telephone conversation, Karen told me that her mother had always been a 'no nonsense' sort of lady, and had been reluctant to speculate about the precise nature of the 'aircraft,' or about the possible origin of its occupants. Sadly, Brenda passed away a few years ago, but despite her apparent nonchalance at what she and her daughter had witnessed, she had always acknowledged the high-strangeness of the event: "She said that she realised that what she was seeing was 'something very different,'" Karen wrote in her letter, "but that she wasn't alarmed or afraid. She felt the beings were friendly."

Unbeknownst to her, what Karen had reported was a typical close encounter of the third kind(CE3 - which refers to any sighting of a UFO at close quarters (within 500 feet of the witness/s), during which accompanying occupants are also observed. Though many thousands of such encounters have been reported over the decades, Karen's has considerable ufological significance in that it stands as one of the earliest CE3s on record in the modern (post-1947) UFO era, not only in the United Kingdom, but anywhere in the world.
