Ufologists, Arizonians and eyewitness to the huge crafts that flew over the Arizona skies back in March of 1997 are all too familiar with the name "Frances Emma Barwood." Her name is synonymous with the events; her solitary voice pierced the silence of the restrained politically correct and demanded answers!
Frances Barwood did not duck she did not pass the buck; she did not ignore the situation, nor make light of it (as other government officials would later do) - she did what she was elected to do i.e., represent her constituents and the best interests of the city of Phoenix.
The airspace of her city and state was repeatedly violated by huge unidentified crafts, (and smaller ones) which maneuvered through the skies with impunity; people wanted to know what it was-she was the one to ask!
Born on January 13, 1944 in Ridgewood, Queens, New York, Frances moved from Williston, Vermont to northeast Phoenix in 1980.
Frances was elected to serve her first term on the Phoenix City Council starting January 1992 and was re-elected to a second term January 1994.
As Councilwoman, she represented District 2, which includes most of northeast Phoenix and is the citys largest district. It encompasses over 130 square miles with a population at the time of over 160,000 and is more than 1/4 of the size of Phoenix.
Frances served on the Maricopa Association of Governments (MAG) Air Quality Advisory Committee, as well as the following Phoenix City Council Subcommittees:

* Family, Youth and Education Subcommittee - member
* Ethics and Audit Subcommittee - member
In January 1997, her peers elected Frances as the Vice-Mayor. Prior to being elected to the Phoenix City Council, she served as a member of the Greater Paradise Valley Chamber of Commerce and precinct and state committeeman for Legislative District 24 and then District 28. She has also served on the Squaw Peak Extension Advisory Committee, the Transportation Committee for the Community Council, and several other organizations.
Frances helped in acquiring a teen center, which became one of the most used centers by young people in the city. It took 4 years and 5 months to accumulate the funding and had been her pet project. She also worked to get the Phoenix recycling program expanded to the north area; an advocate for our police and fire services; Frances activated the Shop Phoenix campaign in 1995 to educate Phoenix citizens on where their sales taxes go when they shop in other cities and how important it is for Phoenix residents to Shop Phoenix to support their own emergency services. She has done several successful Fightback areas in her northeast district to clean out the crime and blight.
Before running for office, Frances was an office manager for over 20 years and from 1989 to 1991, the part time satellite office coordinator for City Council District 1.
Today, Frances and her husband, Mike, have 3 adult children and a 26 year old grandson. They permanently reside in a small rural community south of Prescott, where Frances is again active in local organizations.
Although it has been a long time coming, Frances Barwood will finally share her personal experiences with what has become known as The Phoenix Lights and its aftermath in the form of two books: one book is on the objects that passed over Arizona on March 13, 1997 and the other on government cover-ups, which also relates to the first book in many areas.

Top NASA officials are quietly working to extend a contract with Moscow that would continue using Russian rockets to fly U.S. astronauts into space until 2016 and beyond - a move that underscores how much the U.S. now relies on its former Cold War adversary, writes Mark K. Already, NASA is committed to pay Russia 1.5 billion during the next five years to transport its astronauts to and from the International Space Station, a necessary arrangement because the U.S. no longer flies a human-rated spacecraft since NASA retired the space shuttle last summer.
NASA has opted to build a large booster capable of several tons of payload capable of taking astronauts beyond the moon to an asteroid or Mars. Meanwhile, SpaceX is looking to boost commercial and government astronauts to space in 2014. Boeing is looking to utilize the CTS-100 capsule on an Atlas-V 402 by late-2016.

Just minutes ago I received some very sad news. Jesse Marcel, Jr. died of a heart attack on August 24. He was alone, at home, apparently reading a UFO book when he died.

were in Roswell to film a segment for the old Unsolved Mysteries" that aired on NBC. We had gone out to dinner with a number of those in town for the program and since we shared a military background, including that of Army Aviation, we connected immediately. As medical doctor, he was trained as a flight surgeon and I, of course, had been a helicopter pilot.
From that point I met him quite a few times as we both explored the Roswell UFO crash case. He, as a young man, boy really, of eleven was exposed to metallic debris that his father had brought home late that July night. He told the story to all who would listen with little in the way of variation.
I learned of the special bond he'd had with his father. He told me that that one day, he had asked his father what the atomic bomb looked like and Jesse, Sr. had drawn a picture of "Fat Man." He then shredded it and burned the pieces. Although reluctant to share they story outside a small circle of friends, he did mention it at the Citizen Hearing in Washington this last May.
Over the years, I had the opportunity to interact with Jesse and never had reason to doubt his sincerity. He truly believed that he had handled material made on

But what I think of mostly, these days is his military service. He had retired from the Montana National Guard as a colonel but was recalled to active duty for service in Iraq. Before he deployed, he asked me if he should take a personal computer with him and I said it had been the best investment I had made, if only for the DVD player in it.
His service there seems to have affected him more deeply than did mine. He spent a year there treating those who needed his help, but came back suffering from PTSD. The deployment cost him his medical practice because he could no longer trust his hands. Loud, sudden noises caused him to jump. He was more on edge, nervous, than he had been before going to Iraq. It was something that the government failed to recognize in the way they should have. He was a patriot who served without complaint, did what was asked of him and made the sacrifices he had to make.

members and offered his story to the former representatives and senators. They all seemed captivated by what he said, probably because he was one of the few first-hand witnesses to some of the Roswell events present. While many of us could talk of what we had been told by witnesses over the years, Jesse could talk about what he had seen and done personally in July 1947. He handled the debris.
He did call the International UFO Museum in Roswell this year telling them that this would probably be the last year he could attend. His health, while seeming not all that bad, did limit what he could do and how far he could travel. I suspect that he thought his health would deteriorate making a trip to Roswell extremely difficult if not impossible in the near future. Jesse was a friend and a fellow warrior. I always believed that he understood more about my service in foreign lands because he shared those experiences. We connected on a level that others could not because of that military experience. Though we were never in the war zones at the same time, we did see many of the same places under similar circumstances. He served when he was needed, helped those who needed it, and contributed to our knowledge. I know that I will miss him, though not as much as his family

NASA's Curious Curiosity

At a time when most of the planet is of the opinion that NASA is pretty much out of the space exploration business these days, the successful landing of the Curiosity rover is especially significant. Of course, this mission was started long before the Obama Administration canceled most of NASA's plans for manned spaceflight. That this mission escaped the axe is curious in and of itself.
It is curious because of statements made by NASA's Deputy Administrator, Lori B. Garver, on the live video feed as Curiosity was racing into its final phase before actually landing. She was being interviewed on air and said that part of the Curiosity mission includes some crucial tests (like radiation measurements) to help NASA know how to protect "our astronauts" when they are sent there. She also mentioned that the landing of something as large as Curiosity helps NASA prepare for landing astronauts on Mars.
Did they not get the memo? Or were we misinformed by the media? Is it not the case that NASA announced the cancellation of their planned missions to the moon and to Mars? At least, that is what the public was told. Is it not a fact that NASA does not now have the capability of launching astronauts into space and are hitchhiking with the Russians on Soyuz? So far as the public has been advised by the media, NASA is pretty much out of the manned space exploration business.
Yes, they still have astronauts hitch hiking up to the ISS. Their work on the ISS is manned space science. However, it is not manned space exploration. They are in low Earth orbit circling the Earth again and again and again.
Curiosity's mission is, according to Garver, tied to stepping up into a manned mission to Mars. Is there a sort of manned space exploration undercurrent at NASA even though they have publicly canceled manned space exploration?
It is interesting to note that even as they cancelled their manned missions to return to the moon and then on to Mars, they have continued to develop and talk about a new super-lift system to take astronauts "farther and faster than ever before". So, when? To where? It is somewhat heartening to hear that Curiosity is playing a role in preparing for manned exploration of Mars, but curiously confusing as well. What do they know that they are not telling us? What they have told us is both that the missions are cancelled, and that they are preparing for missions to Mars. Yes, it's a curiosity indeed.
